Kennedy City Council Proceedings
Regular Meeting
October 6, 2009

Mayor Jon Turn called the meeting to order at 7:00 PM. Members present were Duane Peterson, and Mary Ryden. Also present were Shannon Mortenson and Greg Mitziga.

The Pledge of Allegiance was recited.

Additions to the agenda: None.

The minutes were reviewed from the September Monthly Meeting. Motion was made by Ryden, and seconded by Peterson, to approve the minutes. All in favor, motion carried.

Public Forum: None.

Clerk’s Report: Mortenson has been trying to work on a Cardtrol in Kennedy. The two individuals are negotiating. The bus garage was painted by volunteers in the last month. A new worker has been hired under the Youth Works program. Motion was made by Peterson, and seconded by Ryden, to accept the Clerk’s Report as presented. All in favor, motion carried.

Treasurer’s report: A portion of the FEMA reimbursement was received in September. Motion was made by Ryden, and seconded by Peterson to move $4,000 from Money Market to checking in October. All in favor, motion carried. The Unpaid Bills sheet was reviewed; additional bills received are highlighted. Motion was made by Peterson, and seconded by Ryden, to pay the bills as presented. All in favor, motion carried. Motion was made by Peterson, and seconded by Ryden, to pay Greg Mitziga six hours of overtime for mosquito spraying. All in favor, motion carried. Motion was made by Peterson, and seconded by Ryden, to accept the Treasurer’s Report as presented. All in favor, motion carried.

Maintenance Report: The burn piles were burned last month. DNR gave prior approval for the one time burn at the east site. Weleske Improvements will be coming and burying the remaining east pile. Mitziga has been putting away summer items and preparing for winter. The baseball field and cemetery water lines have been blewn out and shut off. The cemetery line did need to be repaired. Six people participated in fall clean-up. The community center is completely cleaned out in addition to the bus garage. Mitziga is hoping to mow all city property one more time. Motion was made by Ryden, and seconded by Peterson to accept the Maintenance Report as presented. All in favor, motion carried.

Fire Dept. Report: One false alarm run to the hospital in Hallock.

Council Committee Reports: None.

UNFINISHED BUSINESS

Watershed District Petition: Construction is complete. Mortenson will contact Dan Money for the remaining process.

Kennedy EDA: The loan for ToddCo was closed in September. Mortenson traveled to Chicago for the Grant Management Conference. The project will be advertised and bids to be received by Oct 20. Mortenson will contact council members as to when they should meet to award bids.

School Building: The Pipeline is using the school for different functions in the next month. They will be charged the $200 full facility rate for each time it is used. Members of the community have inquired on lodging being provided in the school. Mortenson was directed to contact the pipeline to see if a need does exist. The conversion project may cost more than anticipated and council will discuss after bids are opened.

Community Center: Motion was made by Peterson, and seconded by Ryden, to approve Resolution #2009-9 to sell the center for $3000. All in favor, motion carried. Motion was made by Ryden, and seconded by Peterson to deposit the proceedings of the sale into the Kennedy Improvement account. All in favor, motion carried.

Foreclosure Proceedings: Motion was made by Ryden, and seconded by Peterson, to approve Resolution #2009-8. All in favor, motion carried.

NEW BUSINESS

Review Snow Removal Policy: Motion was made by Ryden and seconded by Peterson to increase the hourly fee to $50 and all else remains the same. All in favor, motion carried.

Review School Use Fees: Council consensus was to leave fees the same.

Skating Rink Manager: Wayne Hultgren has retired so clerk will advertise for the position.

Community Garden Request: Motion was made by Peterson, and seconded by Ryden to provide $500 to the garden to come out of Park Expenses. All in favor, motion carried.

Christmas Lighting Contest: Motion was made by Peterson, and seconded by Ryden, to stop doing this contest but promote the holiday season. All in favor, motion carried.

Building Permit: Motion was made by Ryden, and seconded by Peterson, to approve the building permit as presented. All in favor, motion carried.

November Meeting Date: The November Council Meeting was set for Tuesday, November 10 at 7:00 PM.

There being no further business brought forward for the member’s attention, the meeting was adjourned at 8:45 PM by motion of Ryden, seconded by Peterson. All in favor, motion carried.
