Kennedy City Council Proceedings Mayor Turn called the meeting to order at 7:00 PM. Members present were Mary Ryden, Duane Peterson, Paul Larson and Arnold Christian. Also present were Shannon Mortenson and Greg Mitziga. The Pledge of Allegiance was recited. Additions to the agenda: None. The minutes were reviewed from the December Monthly Meeting. Motion was made by Peterson, and seconded by Ryden, to approve the minutes. All in favor, motion carried. Clerk’s Report: Mortenson will be gone this week. Mortenson is working on the EECB grant application. This is for solar panels and a hot water heating system. There is not a matching requirement. Mortenson inquired if she should pursue funding through the State bonding bill as this year is a bonding year. Council consensus was yes. Motion was made by Christian, and seconded by Larson, to accept the Clerk’s Report as presented. All in favor, motion carried. Treasurer’s report: The balance sheet was reviewed. The second half of the Local Government Aid was received in December. Motion was made by Peterson, and seconded by Larson to transfer $8,000 from the money market account to checking in January. All in favor, motion carried. The Unpaid Bills sheet was reviewed. Additional bills received were highlighted. Motion was made by Peterson, and seconded by Larson, to pay the bills as presented. All in favor, motion carried. A donation was received from the Louis C. Deere family. Motion was made by Ryden, and seconded by Peterson to accept the donation and place $550 in Baseball Fund and $550 in Kennedy Improvement. All in favor, motion carried. Mortenson should talk to the Jaycees about new winter banners. Mayor Turn and Ryden reviewed the received bills, December bank statement and the reconciliation statement. Motion was made by Larson, and seconded by Ryden, to accept the Treasurer’s Report as presented. All in favor, motion carried. Maintenance Report: Mitziga was on vacation the last part of December. Mitziga thanked Arnold Christian for filling in and doing the snow removal while Greg was gone. The mowers have been gone through and are ready for spring. The Christmas lights are down. The Davis house will be demolished in the spring. Motion was made by Christian, and seconded by Peterson to accept the Maintenance Report as presented. All in favor, motion carried. Fire Dept. Report: Donation requests are being returned. Fundraiser is scheduled for March 20. Council Committee Reports: None. UNFINISHED BUSINESS Kennedy EDA: The foreclosure sale will take place Feb. 1. School Building: The Newfolden school district is interested in purchasing some lockers. Motion was made by Christian, and seconded by Ryden to sell any lockers they want offering $35-50 each. All in favor, motion carried. The remaining lockers in the east wing will be advertised to the public for the same price. The building needs fuel oil in February. The geothermal system is not installed yet. City needs to talk to Todd and he needs to be at the council meetings. NEW BUSINESS Committee Appointments: Motion was made by Ryden, and seconded by Christian, to accept the following appointments for the year 2010. All in favor, motion carried. Committee Appointments: Acting Mayor-Paul Larson Motion was made by Ryden, and seconded by Christian, to omit the Standing Committee appointments from the annual meeting. All in favor, motion carried. These items are generally voted on by the entire council. Motion was made by Christian, and seconded by Larson, to accept the following fee schedule for the year 2010. All in favor, motion carried. Fee Schedule for 2010: Liquor On Sale-$1000.00 Snow Removal Overtime: Motion was made by Ryden, and seconded by Larson, to pay Arnold Christian overtime hours for removing snow during Christmas, as reviewed on spreadsheet. All in favor, motion carried. February Meeting Date: The February Council Meeting was set for Monday, February 8 at 7:00 PM. There being no further business brought forward for the member’s attention, the meeting was adjourned at 8:24 PM by motion of Ryden, seconded by Peterson. All in favor, motion carried.
